In the 2015, the Indonesian government announced the much-awaited vision, namely “maritime-axis doctrine” that puts fisheries, marine affairs and the fisheries sector as the main pillar of national economic development. Indonesian marine and fisheries development has adopted the concept of sustainable development paradigm “Blue Economy” (Pauli, 2010).
